What happens if my UPI transaction debited but the order failed?

Under Reserve Bank of India (RBI) payment guidelines, if money was deducted from your bank account but SnapMarket did not receive confirmation due to bank server downtime, the amount is automatically reversed by your issuing bank within 2 to 24 hours. Can I open and inspect the package before paying for Cash On Delivery (COD)?
